In a significant policy shift aimed at public healthcare delivery, the Bihar Government has issued a resolution prohibiting private practice by doctors employed in government services.<\/p>\n\n\n\n

According to the order issued by the Health Department, the ban on private practice will apply to doctors and medical teachers working under Bihar Health Services, Bihar Medical Education Services, and the Indira Gandhi Institute of Cardiology. The move has been approved by the state government following a formal proposal from the Health Department, reflecting a clear intent to ensure that government-employed doctors dedicate their full professional capacity to public institutions.<\/p>\n\n\n\n

To balance the financial implications of this restriction, the government has announced the provision of Non-Practicing Allowance (NPA) and additional incentives for affected doctors. By eliminating this avenue, the policy may unintentionally reduce healthcare accessibility<\/strong>, particularly for patients who depend on timely intervention. Without simultaneous and substantial upgrades in infrastructure, staffing, and hospital capacity, the burden may simply shift\u2014resulting in longer waiting times, compromised patient care, and increased frustration among both doctors and patients.<\/p>\n\n\n\n

Critics argue that the reform focuses more on controlling doctors rather than addressing systemic issues. Healthcare delivery is not solely dependent on the presence of doctors, but on a holistic ecosystem<\/strong>\u2014adequate infrastructure, sufficient workforce, proper equipment, and efficient administration. Without these, even the most well-intentioned policies risk falling short.<\/p>\n\n\n\n
